Request summary
During the CDP Consultation, the Government of São Tomé and Príncipe provided an update on its post-graduation development trajectory, highlighting progress in macroeconomic stabilization, institutional continuity, sectoral development, and digitalization, alongside vulnerabilities related to energy security, climate shocks, and limited human and institutional capacity. The Government emphasized its commitment to long-term planning through the 15-year National Sustainability and Development Strategy (awaiting parliamentary adoption) and outlined priority areas for continued support:
• Enhanced Monitoring and Post-Graduation Support: Continued engagement under the EMM through 2027, with triennial monitoring until 2033, to support reporting, policy implementation, and management of potential risks in the post-graduation context.
• Macroeconomic Stability and Fiscal Governance: Technical assistance to strengthen tax administration, modernize customs processes, broaden the domestic revenue base, and implement fiscal reforms, including support under IMF Extended Credit Facility and Development Policy Operations.
• Agriculture and Food Security: Capacity development and advisory support to expand irrigation systems, promote household-level food production, and enhance high-quality cocoa and coffee exports to reduce import dependency and improve resilience to droughts.
• Energy Transition and Infrastructure: Advisory support and technical assistance to accelerate the shift toward renewable energy, improve electricity reliability, and mobilize private-sector participation in energy and coastal resilience projects.
