Request summary
During the CDP Consultation, the Government of Kiribati provided an update on its engagement in the LDC graduation process, emphasizing procedural clarity and national ownership. The consultation focused on understanding the steps following ECOSOC’s deferral of consideration of Kiribati’s graduation, the preparation of a smooth transition strategy (STS), and the technical and advisory support available from the UN sysThe Government highlighted ongoing efforts to enhance fiscal sustainability, generate domestic revenue, scale infrastructure investments, and implement development projects aligned with Kiribati Vision 2020 (KV20). Key priorities for support include:
• Enhanced Monitoring and Policy Guidance: Continued engagement under the EMM to support annual reporting, technical assistance, and monitoring throughout the preparatory and post-graduation period (up to 14 years), including crisis response measures for potential disruptions.
• Graduation Procedures and Smooth Transition Strategy: Advisory support and guidance on preparing the STS, drafting a General Assembly resolution to accompany the graduation process, and aligning transitional frameworks with national development objectives.
• Capacity Development and Institutional Support: Technical assistance for project planning, statistical capacity, data systems, and development of procedural roadmaps to ensure evidence-based decision-making and effective Cabinet engagement.
• Fiscal Sustainability and Long-Term Planning: Policy advice to strengthen revenue generation, optimize public financial management, and ensure that projects support sustainable long-term development.
• International Engagement and Knowledge Sharing: Facilitation of knowledge transfer from countries that have undergone graduation, including Bhutan, São Tomé and Príncipe, Solomon Islands, and Vanuatu, to inform Kiribati’s approach and mitigate risks.
