Request summary
During the CDP Consultation, the Government of Tuvalu provided an update on recent development progress, policy priorities, and capacity constraints, with discussions framed around implementation of the 2025–2027 Cooperation Implementation Plan (CIP) and longer-term national development objectives. The Government highlighted ongoing institutional strengthening efforts, including the midterm review of Te Kete National Development Plan, progress on climate policy (National Adaptation Plan and NDC 3.0), and reforms to improve aid coordination and domestic revenue mobilization. The Government requested continued technical assistance and capacity development to address persistent structural vulnerabilities related to limited human and fiscal capacity, geographic isolation, and high exposure to climate risks. Priority areas of requested support include:
• Enhanced Monitoring and policy implementation: Continued engagement under the Enhanced Monitoring Mechanism to track development progress, support reporting on the Doha Programme of Action, and inform policy adjustments in a highly vulnerable small island context.
• Climate resilience, water, and energy security: Capacity building and technical support for climate adaptation, drought management, water and sanitation systems, and integration of renewable energy solutions, including solar PV, while addressing ongoing fuel dependence and electricity reliability challenges.
• Public financial management and financing access: Continued support to strengthen PFM systems, re-accreditation to the Adaptation Fund, progress toward GCF accreditation, and coordination with NGOs and CSOs to enhance implementation and reporting capacity.
