Request summary
During the CDP Annual Consultation with Bhutan, the Government highlighted the strong implementation of its Smooth Transition Strategy, integrated into the 13th Five Year Plan (2024–2029), and its long-term 21st Century Economic Roadmap. While noting robust economic growth and progress in diversification, the Government requested continued international support to address post-graduation challenges.
Priority areas of requested support include: (i) trade facilitation and export promotion beyond the LDC transition period to mitigate the loss of trade preferences and support export diversification; (iii) investment promotion and FDI facilitation, including platforms to match national investment opportunities with potential investors; (iv) climate resilience and adaptation support, given Bhutan’s high vulnerability to climate shocks despite its carbon-negative status; and (v) human capital development through capacity building and knowledge sharing in critical and emerging sectors to address skills gaps and out-migration. The Government also emphasized the importance of effective implementation of the Doha Programme of Action for LLDCs and continued strengthening of relevant UN entities, including OHRLLS.
