This demand is related to the Global Network of Institutions for Statistical Training (GIST) - https://unstats.un.org/gist/ - a network of international agencies, regional statistical training institutes, and national statistical offices. The work of members is pro-bono and development has no dedicated funding sources. Funds that help progress the work go a long way in progressing GIST's important work in better coordinating statistical training and helping ensure that training provided relates to and is largely based on needs of the national statistical system.
Request summary
Through the work of the Global Network of Institutions for Statistical Training (GIST) it has been re-confirmed that there is a continued urgent need to support developing countries in creating and better maintaining statistical training programs at national level. This is key for staff at the National Statistical Systems (NSS) to receive core trainings for doing their jobs efficiently, and will make the NSS less dependent on external partners.
GIST has identified that a key step is to help countries develop a needs assessment tool to understand the training needs of their staff as well as key development area needs from a managerial perspective. In relation to this, there is also a need to provide guidance on how to prioritize among gaps identified.
GIST members are actively supporting the work, but are in needs of support in coordinating the work, helping it move forward more quickly to respond to countries needs and ultimately help staff in the NSS improve their skills more systematically to increase efficiency of the NSS in providing quality and timely SDG and other statistics to the public.
GIST has developed the Statistical Training needs Assessment Tool (STAT) which NSOs can use to identify, prioritize, and meet training needs among staff and within the NSS. STAT is still a relatively new tool with a need to continued testing and improving and thus learning from countries who decide to implement STAT. The STAT tool code needs now an update to make it language-agnostic and allow for easier translation of the tool and surveys into any language. This will significantly increase the accessibility and usability of STAT for countries worldwide, particularly in non-English speaking regions.
The enhanced STAT tool then needs to be piloted in countries that have expressed their interest in implementing STAT. At this moment Argentina, Djibouti, State of Palestine, and Viet Nam have already expressed that interest, with possibly additional countries joining.
The results from the pilots, along with additional inputs from GIST members, should then be reflected in a revision of the chapter on Human Resources Management and Training of the Handbook on Management and Organisation of National Statistical Systems.
