Development of online tools for the statistical business register self-assessment and classifications registry
Request summary
The Statistics Division (DESA/SD) is putting forward a funding request for contractual IT services for the development of two online tools, namely: 1) an interactive online Statistical Business Register (SBR) self-assessment questionnaire; and 2) an online classifications registry (case law centre) with enhanced features such as rich-text editing, global search, role-based management of content, and support for knowledge dissemination in multiple formats.

The SBR self-assessment questionnaire is a multi-dimensional tool that can assist national statistical offices to evaluate the status of their SBR development. It is based on the UN Guidelines on Statistical Business Registers and the Manual on the Maturity Model for Statistical Business Registers to address specific needs of countries with less-developed systems. Developing an interactive online questionnaire will support statisticians and managers in the national statistical offices to assess SBR development at their organizations, and improve how responses are processed, analyzed and disseminated.

The classifications registry (case law centre) is an integrated online content management tool that facilitates the update and maintenance of a consolidated database of knowledge concerning statistical classifications. It serves as a case law centre, documenting decisions on classification rulings, and providing guidance to countries involved in the interpretation and application of international statistical classifications. It helps ensure consistent application of classifications across countries, which is crucial for creating reliable and comparable statistics. The update of the classifications registry is a part of an ongoing programme to support the implementation of the newly adopted Revision 5 of International Standard Industrial Classification of All Economic Activities (ISIC Rev. 5) and Version 3 of the Central Product Classification (CPC Ver. 3.0) in countries. The two proposed online tools are capacity building tools that facilitate the management and dissemination of knowledge via a centralized UNSD web portal. They address capacity gaps in Member States, aligning with the request by the UN Statistical Commission for technical assistance on SBRs and international statistical classifications in developing countries. Delivering these capacity development tools will be a key component in the overall capacity building efforts of the DESA/SD in these areas.
