Request summary
This proposal requests funding to develop training materials that will strengthen national capacities to produce high-quality, comparable time-use statistics in line with international standards. Time-use data are critical for measuring unpaid domestic and care work (SDG indicator 5.4.1), understanding well-being beyond GDP, and informing policies on gender equality, social protection, and inclusive development. In response to Statistical Commission Decisions 51/115, 53/111, and 55/112—which emphasized the need for capacity building in this area—the consultancy will translate the Guide to Producing Statistics on Time Use and related standards, including ICATUS and the Minimum Harmonized Instrument, into accessible and practical training resources.
The main objective is to facilitate the effective implementation of these standards by national statistical offices through clear, user-friendly materials that can be applied in training workshops, hybrid events, and user–producer dialogues. The activity aims to enhance understanding of international concepts and methods, promote consistent terminology and quality practices, and support the adoption of innovative and cost-effective data collection approaches. By doing so, it will advance countries’ ability to produce reliable time-use data that inform policies on gender equality, well-being, and progress beyond traditional economic indicators.
