Statistical training is key to increasing the skills of staff at National Statistical Offices (NSOs) and the wider National Statistical System (NSS). In many low- and middle-income countries, there is, however, no systematic institutional plan in place to ensure the capacity development of staff. The Global Network of Institutions for Statistical Training (GIST) has developed the Statistical Training needs Assessment Tool (STAT) which the NSO can use to identify, prioritize, and meet training needs among staff and within the NSS. Before STAT was launched at the 55th UNSC, STAT was piloted in six countries with two countries (Ghana and Colombia) participating in a more thorough pilot. STAT is still a very new tool with a need to continue testing and thus learning from those countries who in this early phase decide to implement STAT. This includes among others learning more about the phase of developing an institutional training plan, how to implement it, and how to increase the use of e-learning and other non-classroom-based training.
Request summary
Following the presentation of STAT (see notes above) at the UN Statistical Commission in 2024, a number of countries have contacted UNSD and other GIST members as they want to implement STAT in their countries (all those listed in this demand proposal). Several of these do need support to implement STAT. Other GIST members are looking at supporting some of the countries, and UNSD is hoping to support a selected number of African countries that have requested the support. Attached are a few requests that have been formalized in writing.
