In a letter to the Acting Director of the Financing for Sustainable Development Office, Ms. Shari Spiegel, dated 13 September 2023, the Director General of the Dominican Republic’s National Tax Administration (‘Direccion General de Impuestos Internos’), Mr. Luis Valdes Veras, requested the support of the Financing for Sustainable Development Office (FSDO) of UNDESA to provide technical assistance to the Tax Administration on international tax issues. The Director General mentioned that Dominican Republic
was increasingly involved in the development of capacities to identify and address most significant weaknesses in the face of aggressive tax evasion. In this regard, the Tax Administration sought FSDO’s support to be beneficiary of technical assistance with the aim of identifying and addressing aggressive tax planning and evasion. Mr. Veras emphasized that government officials from the Tax Administration have been participating in capacity development activities delivered by DESA and expressed gratitude for the support DESA had provided to Dominican Republic.

Request summary
The Dominican Republic National Tax Administration requested FSDO’s support to provide technical assistance on international tax issues, in particular on aggressive tax planning and evasion. In response, FSDO acknowledged the active participation of government official from the Tax Administration in capacity development activities and welcomed the Administration’s efforts to sustain the knowledge and experiences gained from previous training. In this connection, FSDO noted the request for capacity building on development and strengthened tax official skills to identify and address aggressive tax planning and evasion. FSDO indicated that it would explore with the Tax Administration’s team, concrete in-country capacity development activities and the Office would liaise with the tax officials with the objective to engage in further conversations and coordination.
