The Zambia Revenue Authority (ZRA) expressed interest in joining DESA’s four-year project titled “Identifying and Addressing Vulnerabilities to Aggressive Tax Avoidance in Developing Countries” (DESA’s 16th Tranche of the Development Account (DA) project) whose primary objective is to contribute to strengthening the capacity of developing countries in identifying and addressing vulnerabilities to aggressive tax avoidance. In a letter of 24 January 2024 to the Acting Director of the Financing for Sustainable Development Office, Ms. Shari Spiegel, the Acting Commissioner General of ZRA, Mr. Joseph Nonde, highlighted that the project was an opportunity to strengthen the capacity of ZRA to strengthen its capacity to deal with aggressive tax avoidance, which continues “to deprive our country and others of the much-needed domestic revenues” for financing the SDGs. To this end, the Revenue Authority expressed interest in being among the piloting developing countries in the project, standing ready to provide information.
Request summary
The Acting Commissioner General of ZRA expressed interest for Zambia to be among the piloting developing countries in the DESA DA16 project on “Identifying and Addressing Vulnerabilities to Aggressive Tax Avoidance in Developing Countries”. The country aims at strengthening its capacity to deal with aggressive tax avoidance and is prepared to actively participate in the project. In response, FSDO acknowledged the efforts of the government of Zambia to increase domestic resource mobilization for financing the national budget and took note of the country’s request to be part of the piloting countries in the DA project referred above. FSDO expressed it would explore with the ZRA concrete in-country and virtual capacity development activities to address the need for strengthening the capacity of the revenue authority to deal with aggressive tax avoidance. The Office will liaise with ZRA appointed officials with the aim at engaging in further discussions and coordination.
