In addition, the demand is closely linked to the Collaborative on administrative data and the priorities of the member countries (25 countries, most of which are from low- or middle-income countries, also including some SIDS). Their priorities and needs have been expressed actively in a number of meetings of the Collaborative and form the basis of the needs. As meetings mostly are informal, no formal meeting minutes exist.

Request summary
The request is based on an overall demand from National Statistical Systems (NSS) overall in developing countries for support in producing more timely and disaggregated SDG indicators as well as information on COVID-19 using administrative data for statistical purposes. As a response to this, the Collaborative on Administrative Data was established in June 2020. It was presented to the UN Statistical Commission in March 2021, also based on earlier requests from the Commission in earlier years and through the Inter-Agency Expert Group on SDGs (IAEG-SDG). It received strong endorsement and support from the UN Statistical Commission in 2021.
Overall, there is a strong need to increase the knowledge on how to better make use of administrative data for statistics production in countries.. If such data sources are of sufficient quality, they reduce response burden on the population, reduce data collection costs and they may give a more complete and disaggregated picture of a situation than other sources. Many countries are, however, still struggling to use this source of data and through the Collaborative (and before that through a number of other channels), they have expressed a strong need for capacity development and training support. As part of the Collaborative, there has been much work, led by the countries that are members of the Collaborative, to collect currently available guidance, and where lacking, specifying needs for additional practical tools and guidance materials. As members, including international partners, have limited capacity to respond to these requests for practical guidance tools, it is, among others, proposed to hire consultant(s) who can support the work and help it progress more quickly. That way, countries will also be able to increase their efforts to provide more timely and disaggregated information on the SDGs and COVID-19
