A four-day training workshop on the toolkits contained in the UN Handbook on infrastructure asset management, “the Handbook” (two sessions per day implemented during the morning and afternoon) for representatives from local governments and local government associations for local governments and local government associations from South East Europe. The workshop was implemented in an innovative hybrid format in which participants were on-site with FSDO support from national consultants, while international expert trainers delivered the training modules live online.
The morning sessions were workshop periods where participants implemented the contents delivered during the afternoon sessions in an interactive setting guided by national consultants. As one of the results of the workshop, participants developed multi-year Asset Management Action Plans (AMAPs) for their municipalities.
Participants were invited to arrive on 13 and leave by 18 December and the training sessions were held from 14 to 17 December.

Request summary
Below is the proposal with potential activities on AM the Member State would like to implement with the support of UNDESA and GIZ in the economies of SEE:
1. Delivery of a Webinar on asset management with around 30 representatives from NALAS Task Forces, Advisory Concilium and other relevant regional stakeholders to introduce the Handbook and to establish an initial exchange on the needs for implementation of inclusive, accessible and resilient infrastructure asset management.
2. Identification of 4 economies from SEE for piloting of the UN Diagnostic Tool to Assess Asset Management Needs of Local Governments. The pilot economies will be selected in the frame of a consultation process of the NALAS members - the Local Government Associations from SEE region.
3. Identification of national assessing teams and capacitation of the teams on the UN Diagnostic Tool to Assess Asset Management Needs of Local Governments. Members of the NALAS task forces on Solid Waste Management, Water and Sanitation, Urban Planning, Energy Efficiency, Sustainable Tourism and Fiscal Decentralization will be invited to be engaged in the capacity of assessors. The regional capacity development event (Training of Assessors) and materials for diagnostics will be developed by UNDESA experts in cooperation with AM hubs established with the support of GIZ ORF MMS.
4. Implementation of joint (UN/DESA, NALAS and GIZ) scoping missions to 4 pilot economies in the region to apply the UN Diagnostic Tool on Asset Management to 4 local governments in each economy. Based on the agreed criteria, the NALAS member associations will be responsible to select 4 pilot local governments per economy for application of the three steps of the Diagnostic Tool (self-assessment, verification and validation of the self-assessment, and development of optional interventions that local authorities should consider to improve their asset management practices.)
