The RC sent the following message to DESA ASG Spatolisano:

"The purpose of this message is to share with you an update on the formulation of the new UN Sustainable Development Cooperation Framework (UNSDCF) in Bangladesh. The overall context of UNDS reform and the DCO guidance raises the expectations on the UNSDCF to new levels. The UNCT in Bangladesh is committed to developing a UNSDCF that not only meets these global expectations but also, is a contextual response to a country that likely will meet LDC graduation criteria for a second time in 2021 at its 50th year of independence but with considerable development challenges ahead in terms of climate vulnerability, growing inequalities and a fast growing but undiversified economy. This is a context where many risk being left behind. Following the kick-off of the formulation process with a HRBA-GE capacity development workshop for UN staff which took place with the support from regional experts from UNWOMEN, OHCHR and UNFPA, we have now started the CCA process. In line with the expectations of the CCA as a demonstration of the UN system’s collective analytical strength, the UNCT has agreed on 13 key issues and 3 prevention focused pieces to be analyzed with in-house expertise. In line with the SGs priority on prevention, the analysis will use a conflict prevention and human rights lens. With this framework approach, we would like to keep the collective assessment of the situation dynamic and thereby reflective of evolving country context. The agreed timeline of CCA process is:
• Mid/third week of July: table of contents of the 13+3 analytical pieces to UNCT
• End of August: final drafts of the analytical pieces to UNCT.
• End of September: final CCA. This synthesized report will follow the UNSDCF format and be facilitated by a consultant. The analysis will however be done by and owned by UN colleagues on the ground.
Please find attached:
1) UNSDCF roadmap which outlines our vision for how the UNCT will engage with the Government and other partners in developing the CCA and the Cooperation Framework;
2) the Conceptual Framework for our CCA development and a
3) conflict and human rights guidance note which was developed by the inter-agency task team on conflict prevention.
I welcome the contribution of UNDESA in the analytical work that will be consolidated to a UN led and owned CCA and of course, in the subsequent formulation of the Cooperation Framework".

DESA provided general information on the type of support that could be provided and offered to discuss it further to tailored such support to the needs of the UNCT. There was no follow-up from the RC.
