Provided policy advisory services to the Government of São Tomé and Príncipe to support the preparation of a Smooth Transition Strategy (STS) and Roadmap for graduation from the LDC category.

Conducted desk reviews, consultations, and advisory missions engaging line ministries, UNCTs, and stakeholders to identify priority risks, gaps, and policy responses related to LDC graduation.

Supported the development of concrete transition actions and a draft STS roadmap, aligned with the national development plan and ECOSOC mandates.

Assisted the Government in identifying resource mobilization options, including engagement with development partners and the private sector, to support effective implementation of the STS.
Request summary
This project will support the Government of São Tomé e
Príncipe in its efforts to prepare for LDC Graduation. As followup
to the government's request for assistance in late 2019, the
goal is to assist the country via policy advisory in designing a
Smooth Transition Strategy (STS), which will encompass 1)
identifying and addressing the loss of international support
through facilitating access to different programmes and
preparation for trade negotiations; 2) facilitate the
preparation and support the government in the preparation of
the STS roadmap, potentially including private sector
representatives and key development partners, who will
design/implement/monitor the STS in line with the NDP; 3) In
line with STS/NDP assess and assist the government in
identifying new forms of resource mobilization, focusing on
enhancing access to finance. The project will include i) design a
concept/plan for the STS roadmap; ii) identify/build capacity in
accessing resource mobilization opportunities iii) meet with
government officials and other representatives to support the
implementation of the STS.
