An advisory mission was undertaken to Addis Ababa on 24-28 June 2019
DPIDG engaged in bilateral meetings with a number of stakeholders of the project with the following objectives:
i. Follow up on the scoping mission of January 2019, confirm the interest in the project and discuss the detailed country project;
ii. Expand the discussions with some of the stakeholders that we met during the scoping mission;
iii. Confirm interest in the project, assess their scope on integrated and sectoral policy priorities, list existing inter-institutional engagements in the country, and have a better understanding of ministerial mandates and potential overlaps.
iv. In addition, an assessment of data availability was also carried out and we discussed participation of the CLEWs training that will be organized in the week of 19th August 2019.
Engaged in a series of meetings with research institutions related to the CLEWs components, namely on water, land use and agriculture; and ii) engage in meetings with the main government stakeholders to assess the potential institutional arrangements for project implementation based on the current capacity, the needs and the gaps, as well as to discuss 2030 Agenda strategies, coordination and implementation within the country.
During the mission, the team followed up on the project document, stakeholders engagement in the project, potential policy priority issues to be addressed using the CLEWs methodology, and data requirements to best inform policy scenarios.
Assessed the potential institutional arrangements for project implementation based on the current capacity, the gaps and the needs.
Identified and agreed key policy priorities with MoWIE as leading Ministry for the implementation of CLEWS; MoWIE reiterated its strong interest in the institutional arrangements to structurally embed the modelling approach into the policy cycle.
Established collaboration with the UNCT and the RC system on the ground who emphasized the crucial role of the bottom up approach of CLEWS project in the policy priorities of Ethiopia’s long- term national plan and assured that they would provide support where the CLEWS project would need it. Clarified UNDP RR role as co-chair of the Steering Commission. They are responsible to support the Ethiopia governments in preparing the policy plan process for the long-term Global Transformation Plan III. UNDP RR also shared the deadline by when CLEWS would have to deliver the integrated assessment to ensure incorporation into GTP III;
Commitment to collaborate with UNCT/ RC/ RR UNDP/ FAO, IFAD, UNEP to ensure coherence in projects, avoid duplications and share information and research outputs (e.g. capacity gap assessment);
Provided support to the detailed work plan for MoWIE
Succeeded in raising interest for CLEWS modelling approach with the Planning Commissioner who expressed her interest to get support in the following areas:
• Mainstreaming SDGs in the 10 year perspective plan, fully aligning it with the 2030 Agenda
• Accelerating implementation of the SDGs: apply system dynamic models to understand synergies better and accelerate the achievement of the SDGs
• Budget resource alignment of SDGs with GTP II priorities: identification of areas of budget alignment with GTP II and sectoral as well as regional states’ plans
• Strengthening institutional and human resources capacity including identifying data gaps for tracking progress in SDG indicators.
Strengthened collaboration with UN Statistics Office and agreed to combine capacity building efforts to multiply effects on the ground for the Central Statistics Office in Ethiopia and the main beneficiary of CLEWS, namely MoWIE.
