The “Guidelines on Statistical Business Registers” (SBR), published by ECE in 2015, provide practical guidance and recommendations on the establishment and maintenance of statistical business registers. The Guidelines consist of 12 chapters – an introductory chapter followed by substantive chapters dealing with the roles of the SBR; coverage; statistical units and their characteristics; data sources; maintenance; frame methodology; dissemination; quality; organizational, database and other IT issues; and topics for further work and research. This set of principles and recommendations provides guidance on establishing a functioning system for collecting, processing and disseminating vital statistics; improving sources of vital statistics, primarily the functioning of the civil registration system and its components; and the role of complementary sources of vital statistics, such as population censuses, household surveys and public-health records.

The publication provides national statistical agencies with guidance on collecting, processing, disseminating and analysing data on violence against women. These Guidelines introduce the concepts, definitions and data requirements for measuring violence against women and provide guidance on planning, organizing and implementing a survey on violence against women (a stand-alone, dedicated (or specialized) survey, or on how to introduce a module on violence against women into another survey) as well as on planning for data analysis and dissemination.

The Handbook provides practical guidance on the calculation and allocation of the production of various types of financial services and issues related to the compilation of the financial account and balance sheets by institutional sector in the context of from-whom-to-whom relationships.

The Guidelines on Integrated Economic Statistics provide practical guidance on advancing consistency, coherence and reconciliation of statistical information through the application of the methodology of integrated economic statistics using the System of National Accounts 2008 as the overarching conceptual framework. The Guidelines also provide case studies and other practical material to share experiences in implementing an integrated statistical production approach in national statistical systems.

From time to time the idea of devising a simplified SNA has been floated for developing countries. With this background the World Bank has undertaken the preparation of two handbooks to help extend the implementation of the SNA in countries such as these. This is one of the new handbooks. It suggests that the way to extend the range of implementation of the whole system, however, is not a simplification of the basic theory of the SNA but a simplification of compilation practices.
