Effective Governance for Sustainable Development in Mongolia

Enhancing effective governance is a key challenge in Mongolia's pursuit of the 2030 Agenda for Sustainable Development. The Principles for Effective Governance for Sustainable Development, highlight the need for ongoing pragmatic improvements in national and local governance capabilities to achieve the 2030 Agenda for Sustainable Development and other international agreements. The UN Secretary-General’s Report, “Our Common Agenda”, emphasizes improving people’s experience with public institutions at all levels and public services delivery.

UN DESA through its Project Office on Governance (UNPOG) of the Division for Public Institutions and Digital Governance (DPIDG), in collaboration with the National Academy of Governance (NAOG) and MONTSAME Mongolian National News Agency and with support from the UN Resident Coordinator in Mongolia, organized a national workshop on “Effective Governance for Sustainable Development in Mongolia” in Ulaanbaatar, Mongolia from 7 to 13 June 2023.

Day one of the workshop focused on Training of Trainers on Effective National to Local Governance for SDG Implementation for NAOG's trainers, with ten officials. Days two to four centred on Effective Governance for Sustainable Development in Mongolia, with 50 public officials working on the 2030 Agenda for Sustainable Development and Mongolia Vision-2050. The workshop ended with a media training session for approximately 85 professionals from various institutions, aiming to boost their capacity for risk-informed communication in support of the 2030 Agenda for Sustainable Development.

The workshop was based on the Curriculum on Governance for the SDGs developed by UN DESA. Its objective was to promote understanding of sustainable development issues, enhance governance capacity, and strengthen public servants’ awareness of their active role in achieving the 2030 Agenda for Sustainable Development and Mongolia Vision-2050. Topics covered included institutional arrangements, coherent planning for SDGs, stakeholder engagement, and governance issues in Mongolia. Participants engaged in discussions, self-assessment, situation analysis, and case studies.

The objective of the training session for Media Officials was to strengthen their capacities to promote risk-informed communication for reporting on emergencies and disaster risk reduction. The workshop specifically contributed to SDG 13, SDG 16, and SDG 17. The media officials' workshop addressed risk-informed communication for reporting on emergencies and disaster risk reduction and media's role in crisis reporting for SDG achievements. The action plans developed during the workshop will serve as roadmaps for implementing Vision 2050. NAOG will form a senior panel, involving key government officials from various offices, to review participant action plans that were developed during the workshops, serving as roadmaps for implementing Vision 2050.

“Governance is the means of implementation for SDGs. The means of implementation in the 2030 Agenda also include commitments to address systemic issues, including policy and institutional coherence, multi-stakeholder partnerships, data, monitoring, and accountability…. SDGs cannot be achieved by the Government or the UN only. SDGs are everyone’s business…. I would like to express my sincere appreciation to both UN DESA and the National Academy of Governance for this excellent initiative and for conducting this workshop for Mongolia.”   -Tapan Mishra, UN Resident Coordinator for Mongolia

NAOG and MONTSAME will collaborate on several other initiatives, including enhancing media reporting on disaster preparedness, SDG implementation, and strengthening partnerships with the UN. This partnership will be instrumental in boosting public servants' capacity for Vision 2050 implementation.
